This commission by Mark Wallinger is going to be as tall as the Statue of Liberty, and is to be built by 2012 (fibreglass and reinforced concrete). Is it an oversized farmyard toy? If a passer by knew some history about the horse in English history, they will appreciate that ancient white horses have appeared on hillsides all over England for 2000 or so years. It also isn't going to be there to make money or advertise something. It will be put there purely to lift the imagination and will be a fusing of past and present.
